Otsuka ICU Medical, the IV-solutions joint venture between Otsuka Pharmaceutical Factory's US arm and ICU Medical, will invest more than $500 million at its Austin, Texas site. The plan adds a new building of roughly 500,000 square feet and upgrades existing lines. Part of the push is developing IV bags free of the plasticizer DEHP.
Why it matters
US hospitals have faced repeated IV-fluid shortages after storms and plant outages, so domestic capacity is a priority for regulators and buyers. The project gives Otsuka a larger footprint in the world's biggest infusion market.
The joint venture
Otsuka ICU Medical was formed when Otsuka Pharmaceutical Factory's US arm bought 60% of ICU Medical's IV solutions business, closing on May 1, 2025; ICU Medical kept 40%. ICU reported cash proceeds of about $211 million. The venture, based at the Austin site, had 1,254 employees at the end of 2025 and capital of $349 million.
Why DEHP-free
DEHP is a chemical used to soften PVC plastic. It can leach from IV bags into fluids, so hospitals and regulators are moving to bags made without it. Otsuka says it will bring its own know-how in IV container design and manufacturing quality to the venture.
